This is a massive collection of over 38 cartoons redrawn in color from black and white prints which were done in South Korea, and they were produced by Fred Ladd, the guy who invented the English dubbing of early Japanese anime like Astro Boy.
They were made during the late 60's and early 70's and they were crudely drawn in which the animators cannot animate the movements properly like the original ones which are fluid.
That is the main reason why Korean animators can't make good animations like the original black and white prints of cartoons.
These cartoons existed on colour television in the late 60's and early 70's with cartoons like Looney Tunes, Popeye, and Betty Boop.
